Estonia is small, but the weather can often be very moody. We have developed the first national weather app ILM+ so you could always be up to date with the latest weather news, prepare against unexpected and dangerous weather phenomena, and share weather information yourself.
Our own weather app
ILM+ on your smartphone shows real-time weather information about the whole Estonia. The latest data is uploaded to the system every hour. In addition to the multi-day forecast, you can also order weather information for a more specific area.
With the weather app of the Environment Agency, you can always feel safe and we contribute to the safety of our residents. One of our most important tasks is to warn everyone in Estonia about dangerous weather phenomena 365 days a year.
With the first national weather app, you are always up to date with dangerous weather phenomena at your location. In addition to many other features, you can use the app to receive push notifications directly on the screen of your smart device.
How does it work?
To use ILM +, you must first download the app to your Android or Apple smart device. Your phone must have at least the Android 8 or iOS 13 mobile operating system.
You can also use the app without registration.

Observations by weather enthusiasts
The monitoring network of the Environment Agency consists of more than 100 observation points, but we always want more information about the weather. You can help us with this.
We have made it possible for anyone to share up-to-date weather information about their location, such as dangerous weather phenomena. You can also share pictures and videos with comments describing the current weather in your location. You do not have to sign in to the app for this, but you can.
The information you provide is an important input for the services, weather forecasts, and warnings of the Environment Agency and contributes to the quality of forecasts and warnings.

GENERAL INFO
The app uses the following data:
- weather stations in the observation network of the Environment Agency;
- Harku and Sürgavere weather radars;
- EUMETSAT satellite data.
Forecast data:
- four-day forecasts and weather warnings prepared by weather forecasters;
- location-based weather and model forecasts are based on the model of the European Centre for Medium-Range Weather Forecasts;
- marine model forecast (HBM model).
It is also possible to view observations uploaded by other users.
The model output is updated at 6:30, 12:30, 18:30, 00:30 daylight saving time ja 5:30, 11:30, 17:30, 23:30 standard time in the winter.
The app contains two types of weather forecasts. On the home page ‘Weather in Estonia’, the four-day weather forecast by the weather forecaster is displayed. The location-based weather forecast is calculated by the ECMWF model. The accuracy of the model varies in different weather situations. The ECMWF model is one of the sources of information used by our weather forecasters for official weather forecasting.
The accuracy of weather forecasts decreases over time, i.e. shorter forecasts are more accurate. In general, the weather forecast (four-day forecast) is more accurate than the model forecast when predicting extremes (for example, min/max temperature). Other components depend on the weather situation and the season. In general, the accuracy of the weather forecast for the next day is more than 95% accurate, then 90%, 85%, 80%, and so on.

The saved locations allow the user to view the weather forecast of their favourite location and the current warning of the respective county, as well as the measured data of the nearest weather station to the location in the last hour. The list of saved locations also affects which push notifications the user receives when they have turned on the feature that sends alert notifications for their saved locations.
The weather app is available in Estonian, Russian, and English.
The weather app shows real-time measured weather data of monitoring stations located in Estonia. The latest data is uploaded to the system every hour.
The app contains weather data only for Estonia.

Yes. To do this, click on the ‘+’ sign in the bar at the bottom of the screen and select the weather phenomenon you want to report to us. Then select the date and time when the phenomenon was observed. If you want, you can add a picture of the weather phenomenon. Click the ‘Submit data’ button to transfer the data.
Observations can be uploaded for the following phenomena: precipitation, thunder, spout, fog, water temperature, wind damage, flood, snow thickness, and ice. Uploading observational results on these phenomena is very important to us, especially for our own weather forecasts and warnings.
The listed weather phenomena are of great interest, as they can occur locally. Many of them, such as thunder and spout, are dangerous weather phenomena.
All submitted data is immediately transmitted to the database and shown on the weather map. In some cases, this may take a few minutes.
We use the data submitted by volunteers:
• To make our weather forecasts more accurate;
• as feedback/evidence about weather situations;
• in reviews of storms, the season, etc.;
• if we have a sufficient database, we will also use them in our weather models.
By involving users, we want to popularise the field of weather observations and raise awareness of the occurrence of dangerous weather phenomena and climate change.
TECHNICAL INFORMATION
The app requires version 8 of the Android mobile operating system and version 13 of the iOS mobile operating system.
If the app does not work, make sure your operating system is up to date (from version 8 on Android and from version 13 on iOS). If the problem persists, please contact us at [email protected] and specify which phone and operating system you use.
First, make sure your device has a working data connection. There may be a temporary error in transmitting the data from the weather station to the database, or there may be a fault in the specific device in our weather station. Make sure that you have turned on GPS, that your settings allow positioning, and that the satellite is connected to your phone (your phone may not receive a signal indoors or near big trees).

In addition, make sure that the appropriate areas are selected in your list of favourite locations (heart icon at the bottom of the screen). If you no longer want to receive alerts for your favourite locations, you can select ‘General Estonian Alert’ in the push notification settings. Then, you will only receive alerts when a general alert is issued for the whole of Estonia. Once you have received the alert notification, you can click on it to go to the warnings page, where you will find an overview of the warnings valid throughout Estonia.
The app sends a push notification directly to your smart device when you need to consider dangerous weather phenomena at your location. If your device does not receive these notifications, please check that you have given permission for this feature. Permission for it is asked when you download the app for the first time. If you do not remember if you enabled them, you can change it in the settings of your phone.
Make sure you have turned on push notifications in your app settings and specified for which location you want to receive notifications. Choose for which area you want to receive notifications: a sea area, a general Estonian warning or warnings for areas marked under your favourite locations.
MISCELLANEOUS
No, but only registered used can see their most recent observations. As a registered user, you can also see the observations of all other users.
